In 2003, ECEC celebrates 40 years of engineering and plant building. It's a legacy that began with Huainan Chemical Design Institute of the Ministry of Chemical Industry in 1963.

Chronology

The beginning
As a result of the agreement between the former Ministry of Chemical Industry and Anhui Provincial Government, Huainan Chemical Design Institute of the Ministry of Chemical Industry was founded in March, 1963, located in Huainan city, about 100 km away from Heifei, the capital city of Anhui Province. Main mission of the establishment of the Design Institute was to undertake the engineering works for Huainan Coal-Based Chemical industrial Base. The engineers and designers were recruited from all parts of China. These highly qualified pioneers laid the solid foundation for the firm's constant future development.

1965
The name of the firm was changed to The Third Design Institute of the Ministry of Chemical Industry (TDI). Besides nitrogenous fertilizer, the firm's engineering activities was developed to the fields covering inorganic salts, titanium dioxide, paint, fine chemicals, etc.

1974
The firm undertook the engineering works for the 300kt/a Synthetic Ammonia, 520kt/a Urea plant, Anqing Petrochemical Complex. The project was one of the thirteen large-sized nitrogenous fertilizer plants China imported in the 1970's using the western-based technologies. This began the firm's cooperation with western licensors and engineering companies which familiarized the firm with western engineering mode and methodology.

1985
With the deepening of China's reform and open policy, TDI was one of the first engineering firms chosen by the Ministry of Chemical Industry to operate the business on market basis. The firm's engineering activities was further developed to the fields covering phosphate compound fertilizers, acids, alkalis, etc.

1987
With the approval of State Council, the firm was moved from Huainan to Hefei, capital city of Anhui Province. The firm's scope was expanded from sole consulting and engineering to EPC services, one of the few earliest engineering companies granted such expansion in China.

1992-2000
Western engineering mode and methodology were widely applied in the firm. In 1996, the firm was re-named to The Third Design Institute of the Ministry of Chemical Industry (East China Engineering Corp.) with the beginning of using “ECEC” for the abbreviation of the firm instead of TDI. In 1997, the firm was certified ISO 9001 Quality System Certificate of Conformity. Around the year 2000, turnkey project contracting became the corner stone of ECEC's business.

2001-present
Ratified by the former State Economic and Trade Commission, East China Engineering Science & Technology Co., Ltd. was founded in July, 2001. It was a joint-stock enterprise with the Third Design Institute of the Ministry of Chemical Industry (East China Engineering Corp.) as its principal initiator jointly sponsored by China National Complete Plant Import & Export Corporation Ltd., Chinese Research Academy of Environmental Sciences, Anhui Provincial Enterprise Technological Development Investment Co. and Anhui Huainan Chemical Group Co., Ltd. All core competences as well as “ECEC” pertaining to the Third Design Institute of the Ministry of Chemical Industry (East China Engineering Corp.) were legally transferred to the present company. As an engineering company, ECEC was the first one in China approved to undertake such reform which dramatically strengthened ECEC's financing capabilities essential to its rapid development.
